About the Nominating Process Review

At St James Church, New Plymouth 11th June, 2002, the Presbytery of Taranaki met and was constituted.

Among other things the Presbytery agreed to adopt and transmit the following Memorial to the General Assembly of the Presbyterian Church of Aotearoa New Zealand appointed to meet in Wellington on 22nd September, 2002.

The Memorial shows that:

  • In (Dunedin) on 5th October, 2000 the General Assembly met and was constituted.Amongst other things the Assembly considered Overture number 4, 10, 16 & 18 and agreed unanimously (combined as Notice of Motion 128)

(1) That Assembly mindful of concerns raised, commit this church to work for increasing transparency, fairness and accountability in its selection of people to serve on Work Groups, Reference Groups, Task Groups, Commissions, Council of Assembly, Nominating Committee and other bodies.

(2) That Council of Assembly appoint a Task Group with the following terms of reference:

(a) To review and consider the church's processes of nomination with special reference to:

(i) the open and fair election of the membership of the Nominating Committee by Presbyteries and United District Councils

(ii) the time frame necessary for the Nominating Committee to do its work

(iii) the selection of the widest possible range of people

(iv) the provision and circulation to the Nominating Committee - of brief accurate written information on prospective appointees to the above groups

(v) whether or not the Council of Assembly should have discretion overrule the Nominating Committee

(vi) the process of consultation between the Nominating Committee and Presbyteries/ United District Councils to ensure they are effective.

(vii) the position distribution to Assembly of the draft lists early in the Assembly, and the provision for Assembly commissioners to have input.

(b) To consult widely

(c) To send the draft report to Presbyteries /United District Councils for comment

(d) To submit its recommendations to the Council of Assembly by September 2001

It is a great concern to this Presbytery that despite a clear directive from the Assembly to act according to Notice of Motion 128 by September 2001, no action appears to have resulted.

It is therefore respectfully requested by the Presbytery of Taranaki that the Council of Assembly and other relevant committees are strongly requested to carry out the prescribed course of action with utmost haste.

Or that the General Assembly determine otherwise as in its wisdom it shall consider best.

The Presbytery appointed Mr Neil Walker and Rev Tom Millar to present the memorial to the General Assembly.
