The Presbyterian Church has effective strategies and the necessary resources for recruiting, nurturing, developing and evaluating ministers, lay leaders, congregations and staff.

Develop a brief for a ministry and leadership development strategy.

  • Identify and encourage qualities of “health” in congregations through appraisal and development of mission plans.

Communicating the Church’s Identity

The Presbyterian Church has a reputation that:

  • is true to the values and qualities closest to its heart;
  • is communicated in ways that connect with people in NZ; and
  • has wide public recognition through the ways the church is represented publicly (through personnel, visuals, and descriptors).

Establish a task group in association with Communications Manager to:

  • review how the Church is currently being represented (including dialogue with Presbyterian Support and Presbyterian schools), and
  • develop both externally and internally focused communications programmes supporting an identity based on the values and qualities in Directions 2003.
  • Implement new programmes.

Develop a national communications and relationship strategy for the Church that:

  • Equips and supports the Moderator
  • Equips national and regional church personnel through provision of resource people, skills and networks.

Public Leadership
Church members and leaders are well equipped to contribute to debate and thinking on spiritual, cultural and ethical matters of importance.

Develop plan to:

  • equip congregations with processes to engage theologically with key issues throughout the church;
  • equip the church with well researched information on key issues,
  • establish a database of expertise for reference.
  • Report to Council.

Youth and Families
Presbyterian Churches are known for the high quality of how they serve the needs of young people and families and resource them in their spiritual journeys.

Identify and develop ways to resource and encourage youth leadership.

Develop a quality standard for congregations that work with children, youth and families.

Develop a Celebrants’ Ministry for people who wish to be trained and supported in this work.

Structures and Processes
The structures and processes of the church are efficient and effective in responding to opportunities.

Complete the move to fewer, better resourced presbyteries.

Develop strategies to empower presbyteries to exercise leadership in relation to congregational health and direction.

Promote regional and presbytery mission planning.

Identify ways in which resources can be deliberately focussed to achieve the mission objectives of the Presbyterian Church, locally, regionally, nationally, and globally.

Promote a strategic role for Presbytery moderators, through:

  • reviewing the role description of Presbytery Moderator,
  • providing and promoting orientation and training for incoming moderators,
  • review the normal term of office for moderators with a view of recommending two years.

Review Book of Order provisions for presbyteries having the right of review of congregations; with a view to making these more appropriate for use in supporting and developing healthy congregations and strategic mission.

Plan for a review and evaluation in 2005 of the current Council / Policy Group / Service Team structure, to ensure it is serving the ends of mission.

Fully implement the ‘single assessment’ process.

Congregational Mission Focus
Presbyterian congregations are committed to the “healthy congregations” model of mission and ministry.

Develop and implement a revised process of congregational appraisal.

Develop models and resources to help congregations formulate a mission plan.

Develop a process and means for ensuring congregations use all resources for mission purposes.
