Appendix E-31: The Synod of Otago and Southland Regulations

(Approved by Synod in 1988)

I) Definitions

‘Allocation’ – The income from the various Funds available to the Synod belongs to the beneficiaries of the Funds, and is allocated to those beneficiaries applying for allocations of income in accordance with the regulations of the Synod.

‘Manse’ – Manses are homes provided by the parish for and used by parish ministers under the supervision of the Presbyteries within the Synod.

‘The Presbyterian Church of Aotearoa New Zealand’, ‘Synod’, ‘Provincial District of Otago’, ‘College’, ‘Congregation’, ‘Deacons’ Court’, and ‘Literary Chair’ are all defined within the Otago Foundation Trust Board Act, 1992.

II) The Ecclesiastical Fund

A) Ecclesiastical Fund allocations shall be paid direct by the Otago Foundation Trust Board to the relevant beneficiaries (i.e. Congregations, Camps etc.), after deducting any Synod expenses.

B) The Synod shall allocate the income for:

1) The building and repairing, or the provision of sites for manses, churches, church halls and other buildings for religious purposes;

2) Repaying in whole or in part any moneys raised for any such purpose;

3) Endowing or aiding in the endowment or support of any theological chair or chairs or any lectureship or lectureships in connection with the Presbyterian Church of Aotearoa New Zealand in any College or University in the Provincial District of Otago;

4) Or any other purpose consistent with the above purposes.

C) Allocations are subject to availability of funds; allocations are subject to automatic cancellation if it appears to the Board that the relevant work has not been commenced within two years of the date of the approval of the allocation.

III) The Educational Fund

Allocation of the income of the Educational Fund shall be for the advancement of secular and religious education so that the community as well as the church will receive the greatest possible benefit.

IV) Manse Reserve Fund

Allocations of income from this fund shall be for the building and maintenance of manses, churches and church halls, and other buildings used for religious purposes, and for repayment of debt incurred for any of those purposes.

V) College Reserve Fund

Allocations of income from the College Reserve Fund shall be for the erection and maintenance of any educational institution on the College Site.

VI) Amendments to the Regulations

These Regulations may be amended by the Synod only after the form of the amendments has been sent down to the Presbyteries and Sessions of the Synod for their consideration.
